Final report

As part of its programme on lifelong education ('permanent education'), the Council of Europe carried out case studies in 25 countries - These studies focused on adult education, out of school education and compulsory education. They investigated efforts to achieve equal education, democratization of education and integrated curriculum ('globalization'). Many different educational innovations pursued these goals in different countries, according to local work environment, social environment and educational policies. 'Factors' for analysing changes (e.g. teaching methods, system structure, etc.) were identified as well as sources of resistance and strategies for turning innovations into reforms. Finally, the role of economic factors was analysed, and suggestions made about favourable forms of administrative organization.
