Preschool education in Latin America: a survey report from the Andean Region. Vol. 1. Summary report

Survey of preprimary school programmes in Bolivia, Chile and Columbia. Identified were those programmes which serve the 3-6 year old socially disadvantaged child and his family and aim at improvement of psycho-motor and social child development - Preprimary education is seen as a compensatory action with possible impact on later development of disadvantaged. However, its utility is also questioned in view of costs, achievement of results, significance on later learning, etc. Because of a large rural and predominantly Indian population formal kindergarten seems not a solution for Bolivia. In Chile, two national programmes have achieved to reach the most needy children. In Columbia high priority is given in educational policies to preprimary education and a national programme is at an early stage of development. Both countries attempt to use networks of uncoordinated preschool activities as instruments of social development. New priorities of multilateral aid are directed towards meeting basic needs through integral services. Reduction of poverty is viewed as investment in the future of a nation. The two issues of concern are involvement of parents and health and nutrition. Though economics of education do provide cost effectiveness aspects, they are not a sufficient basis for decision-making. Questions to be examined relate to target population, administrative control, meeting of all childhood needs, intersectorial cooperation, parent role, agents, community role, relation to other educational levels and research needs.
