The general policy is stated in the Long Term Programme for 1978-1981. Emphasis has been put on the expansion of preschool education and the training of preschool teachers. Upper secondary education for all is aimed at and the Government has succeeded in increasing about 4500-5000 new places for students annually during the period under review. Through the Revised Primary School Act in 1975, the integration of handicapped students into the normal school system was put into practice. In 1974, the National Assembly passed the new Upper Secondary School Act (enforced in 1976). This is considered the most revolutionary of all educational innovations. It will lead to great changes in further training. All the schools are referred to as further education schools integrated into a comprehensive school organization. The Adult Education Act was made operative as from August 1, 1977. The complete set of rules and regulations to supply the provisions of the Act is being prepared.
