ACPO distance education has expanded to include newspapers, peasant leadership training involving 3 provincial institutes and national programmes such as agrarian reform, health education, family planning. It is Colombia's most important nonformal education agency and similar developments have occurred in 17 other countries as a result. ACPO aims at creating a new type of man capable of making rational decisions based on a Christian ideology towards a different social order on the idea of human dignity. Evaluation indicates some success in fostering individual achievement and rural development. The author however suggests that such an objective supports a model of development which raises agricultural production through technological advancement so fostering integration of peasants in to overall society. Given Colombian social inequalities such a model appears antogonistic to real needs. Required are structural changes in society to permit social justice and democratization, hence, ACPO maybe helping to perpetuate the prevailing injust order. The question of how far communication philosophies and strategies can exist independently from national policies is raised.
