Design for change: higher education in the service of developing countries; A handbook for planners

Intended for administrators, faculty, government and donor agencies in developing countries this handbook draws conclusions from the 25 case studies on educational innovations in higher education and formulates recommendations for implementing projects directed at social change - Based on questionnaires sent to the 3 regional teams that prepared the studies, this manual presents a checklist of success factors which favour innovation. New projects should have enough independence but also enough support. They must be propelled by enough sense of crisis as well as enough common purpose. They arise from leadership of change agents and their interaction with their environment which should accept the need for adoption of innovations. People likely to be innovators usually have travelled abroad but must have thorough knowledge of local conditions. Their efforts should be encouraged by incentives. Though seen as the last stage in educational growth, even young institutions can play a college role in expanding educational opportunities. There should be a sound balance between basic and action research. Finally, programme evaluation should be carried out against objectives, decisions and cost effectiveness, and the dissemination of the results should be ensured.
