Four case studies are then presented, dealing with educational radio in the Dominican Republic, Nicaragua and Tanzania and television by satellite in India. Four planning issues are discussed in the light of evidence from the case studies and other sources. These are the democratization of educational opportunities, the quality of instruction and learning, the impact of communication media on rural areas and participation of people in their own education.
