Executive Board paper describing the structure of the preliminary report concerning the Draft Programme and budget for 1988-1989 (doc. 125 EX/5), intended as an aid to reflection on the basic lines of emphasis and methodology which will guide the preparation of document 24 C/5 and is concerned with the preparation of a programme which is intended to complete the execution of the second Medium-term plan, taking account the progress achieved in relation to programme evaluation and concentration and, in particular, the decisions adopted by the General Conference at its twenty-third session and may be regarded as a natural transition between the second and third Medium-term plans
