The fourth meeting of the Technical Preparatory Committee of the Whole was held in Addis Ababa, Ethiopia, from 14 to 23 April 1983. The meeting was declared open by Comrade Tekola Dejene, Minister, First Deputy Secretary-General of the National Revolutionary Development Campaign and Central Planning Supreme Council and member of the Central Committee of COPTi7£.
