Building, strengthening and effectively utilizing human capacities for sustained development in Africa

The primacy of human development has been stressed in a number of regional and international programmes and strategies on Africa, such as the Lagos Plan of Action, Africa's Priority Programme for Economic Recovery, the United Nations Programme of Action for African Economic Recovery and Development the Khartoum Declaration: Towards a Human-focused Approach to Socio-economic Recovery and Development in Africa, and the African Charter for Popular Participation in Development and Trans-formation. This imperative has been further reinforced and articulated in concrete strategies and policies in a number of more recent ECA documents such as the Regional Frame work for Human Resources Development and Utilization in Africa1; Human Development Agenda for Africa in the 1990s2 and the African Common Position on Human and Social Development in Africa.
