The African debt problem : financial shackles to Africa's development process
This paper attempts to address Africa's debt problem from an African perspective. Chapter two over views the current situation of the development challenges facing Africa in the threshold of the XXI century. Chapter three seeks to place the African debt problem in a historical perspective. Chapter four analyses, both graphically and statistically, Africa's external debt profile and composition. Chapter five reviews the various measures utilized by the international community in their attempt to provide relief to the debt burden of developing countries. Finally, chapter six attempts to summarize the necessary conditions, from an African perspective, to assist the region move beyond the debt crisis, in a path of economic and social development.
