Operational guidelines for Arab collective self-reliance?

At its Fourth Ministerial Meeting, held in Arusha, the Group of 77 unanimously adopted a program for collective self-reliance which includes among other things, the establishment of a global system of trade preferences for developing countries arrangements for co-operation among state trading organizations belonging to these countries; the establishment of Third World multinational marketing enterprises; the strengthening of sub regional, regional and inter-regional economic integration and co-operation; co-operation in the transfer and development of technology; monetary and financial co-operation covering such fields as multilateral payment and credit arrangements, trade financing and the establishment of a Third World development bank; the encouragement of flow of ; financial resources among Third World countries and the establishment of multinational production enterprises. The program was not a mere enunciation of broad objectives, left hanging in the air without means of implementation. The objectives were incorporated in what was called “The First Short Medium-term Action Plan for Global Priorities on Economic Co-operation Among Developed Countries", which should be revised regularly at future ministerial meetings of the Group of 77 and at least once at senior officials’ level in the period between the ministerial meetings.
