HIV/AIDS orphans in Africa: the crisis, issues, challenges: Research Paper
The statistics on the impact of HIV/AIDS on children today show clearly that Africa has a multifaceted orphan crisis, with diverse issues, which are manifested in the escalating number of orphans, and speed at which they are being created; the disintegration of traditional safety net systems; the disproportionate number of orphans involved in child labor; the exclusion of orphans from the formal education system and mainstream society; stigmatization of HIV+ orphans and children; and the negative impacts of gender inequality on the lives of the HIV/AIDS orphans, especially, the phenomenon of sexual and physical abuse of girl orphans within their extended and adopted families. The major objectives of this paper are to identify some of the key issues related to the HIV/AIDS orphan crisis in Africa and their implications for sustained human capacity, the maintenance of state structures and for economic development. The paper examines the nature and scope of the HIV/AIDS orphan crisis from different perspectives, with a special focus on the gender perspective. Good practice cases are presented to emphasize the role that local partnerships with external agencies can play in addressing the negative impacts of HIV/AIDS on children. These cases provide a basis for proposing policy and action oriented recommendations, to address the different aspects of the orphan crisis at the different levels.
