The Electoral assistance division was established in January 1991 to provide logistic and technical support for elections. The world organization can be of assistance before, during and after elections. The international community must help the United Nations to strengthen its ability to help states cultivate democracy. The World organization is a crucial resource in the process of building the democratic system. This is the system that can best support international peace and development. The Charter of the United Nations which Honduras signed in San Francisco , 50 years ago -- sets forth in its first four paragraphs the . determination to pursue Peace, Human Rights, International Law, Social Progress and better Standards of Life in larger freedom.
