Rationalization of ECA-sponsored institutions : renewal for improved service
The ECA conference of ministers had, at various times, requested an assessment of the ECA sponsored institutions, in order to ensure their continued relevance to the development needs of the region. The history of legislative directives given by the conference of ministers and actions taken in the past include the following: In 1983, the conference established an Ad hoc committee of ten member states to undertake an evaluation of the institutions and make proposals on their continued relevance. The committee recommended the retention of the status quo and called upon member states to provide full support to the institutions; In 1992, the conference of ministers requested the secretariat to undertake study on rationalization and harmonization of ECA-sponsored institutions.The purpose of this report is to present to the conference of ministers for consideration and endorsement: The findings and recommendations of the consultative missions mounted by the ECA secretariat as follow-up to previous studies on the rationalization and harmonization of the ECA-sponsored institutions; and Proposals for a new framework for ECA's relationship with these institutions in the light of the ongoing reform of the commission.
