Statement by K.Y. Amoako Executive Secretary at the Expert Group Meeting on Solving Africa’s External Debt Problem to Finance Development. Mr. Amoako, on his remarks highlighted that, ECA’s recent special “Big Table” consultation between African Finance Ministers, OECD Ministers of Development Cooperation, and senior officials from multilateral and bilateral agencies centered on this very issue. In this connection, the meeting considered the importance of African ownership and responsibilities and focused on the policies and lending practices of the World Bank and IMF.
