Statement by the executive secretary

This statement presented by Executive Secretary at the working party on Manpower and Training. The Executive Secretary highlights on his statement that the scarcity of scientific, technical, professional and managerial skills is a major handicap to development efforts in their region at all levels. The Economic Commission for Africa or the various Specialized Agencies of the United Nations can do to help in the promotion of manpower development and mobilization in Africa can be fruitful without the closest co-operation by African Governments themselves.
