The document states that the overall responsibility of the Mechanism is vested with the Forum of Participating Heads of State and Government (APR Forum), that the Panel of Eminent Persons will oversee the conduct of the, APR process to ensure its independence and integrity, and that the APR Secretariat provide the secretarial, technical, coordinating and administrative support services to the APRM.
