Report to the meeting of the intergovernmental committee of experts of the whole on industrialization in Africa

Citing economic reports of international organizations and institutions, the Minister spoke of the poor performance of the majority of African economies in general and the manufacturing sector in particular. However, he also pointed out that few countries in various parts of the continent had displayed excellent growth rates. He attributed the success of these countries not to change but as a result of conscious and well thought-out decisions taken by their Governments, to the judicious use of scarce resources and the re-investment of the proceeds from export of commodities and manufactured goods.
