The Macroeconomic and Sectoral Performance of Housing Supply Policies in Selected MENA Countries

This paper analyzes housing sector policies and their effects on macroeconomic and sectoral performance in a number of Middle East and North African (MNA) countries. Some of these countries confront very rapid growth in their labor forces, others are now experiencing the world’s highest rates of urbanization. In such countries, the spill-over effects of housing policy on labor markets, savings behavior, factor productivity, and ultimately the quality of economic growth are important. Similarly, policies that cause housing costs to rise for the entire population can have a greater effect on the poor than do direct housing subsidy programs. In short, untangling the effects of housing policy requires a broad sectoral perspective. Accordingly, the analysis examines these broader issues, even though the focus remained on how policies could improve the situation of the poor.

Cette étude analyse les politiques du secteur du logement et leurs effets sur la performance macroéconomique et sectorielle dans plusieurs pays de la Région du Moyen-Orient et de l’Afrique du Nord. Certains pays connaissent une croissance très rapide de leur population active, alors que d’autres sont confrontés à des taux d’urbanisation les plus élevés au monde. Dans ces pays, les retombées de la politique du logement sur les marchés du travail, le comportement de l’épargne, la productivité des facteurs et finalement la qualité de la croissance économique sont importantes. De même, les politiques qui provoquent une hausse générale des prix du logement ont un impact plus grand sur les pauvres que les programmes de subvention directe au logement. En bref, une large perspective sectorielle est nécessaire pour analyser les effets de la politique du logement.
