Regional Program Review : The Mesoamerican Biological Corridor
This is a Regional Program Review (RPR) of the World Bank's support for the MBC. The review is framed around an assessment of five Global Environment Facility (GEF)-financed World Bank implemented projects in Costa Rica, Honduras, Mexico, Nicaragua and Panama that had the common objective of consolidating the Mesoamerican Biological Corridor (MBC). It also reports on the achievements of trust fund activities, financed by the Bank Netherlands Partnership Program (BNPP), that were implemented parallel to the GEF/World Bank projects. The MBC is a land-use planning system that spans Central America and Mexico. It is designed to promote the conservation and sustainable use of the region's natural resources. The overall objective of the Bank's MBC projects of consolidating the MBC was highly relevant. Although the Central American land bridge is very small, it is estimated to be home to 12 percent of the world's known species. It harbors approximately 24,000 species of vascular plants and over 500 species of mammals, many of which are endemic. The MBC derives its legitimacy from the endorsement it received at the Central American heads of state summit in 1997.

Este documento es un análisis de programa regional en el que se examina el respaldo otorgado por el Banco al Corredor Biológico de Mesoamérica (CBM). El informe se estructura en torno a la evaluación de cinco proyectos financiados por el Fondo para el Medio Ambiente Mundial (FMAM) y ejecutados por el Banco Mundial en Costa Rica, Honduras, México, Nicaragua y Panamá, que tuvieron como objetivo común consolidar el CBM. El trabajo se organiza en torno al marco evaluativo que aplica actualmente el Grupo de Evaluación Independiente (IEG) para los análisis de programas regionales y de alcance mundial. Detalla la historia del corredor y las medidas adoptadas por los Gobiernos y los donantes para ponerlo en marcha. Asimismo, se resumen las conclusiones de las evaluaciones externas de dos programas regionales (de la Agencia de Desarrollo Internacional de Estados Unidos [USAID] y el Programa de las Naciones Unidas para el Desarrollo [PNUD]), que sentaron las bases para los proyectos del Banco relativos al Corredor Biológico Mesoamericano. El informe incluye también una evaluación de los proyectos del Banco Mundial. En dicha evaluación, se utilizan los exámenes realizados por el IEG sobre los cinco proyectos del Banco, una visita a la Comisión Centroamericana de Ambiente y Desarrollo (CCAD) en San Salvador e indicios recogidos durante visitas de campo en Costa Rica, Honduras, Nicaragua y Panamá.
