Leveraging Migration for Africa : Remittances, Skills, and Investments

International migration has profound implications for human welfare, and African governments have had only a limited influence on welfare outcomes, for good or ill. Improved efforts to manage migration will require information on the nature and impact of migratory patterns. This book seeks to contribute toward this goal, by reviewing previous research and providing new analyses (including surveys and case studies) as well as by formulating policy recommendations that can improve the migration experience for migrants, origin countries, and destination countries. The book comprises this introduction and summary and four chapters. Chapter one reviews the data on African migration and considers the challenges African governments face in managing migration. Chapter two discusses the importance of remittances, the most tangible link between migration and development; it also identifies policies that can facilitate remittance flows to Africa and increase their development impact. Chapter three analyzes high-skilled emigration and analyzes policies that can limit adverse implications and maximize positive implications for development. Chapter four considers ways in which Africa can leverage its diaspora resources to increase trade, investment, and access to technology.

Leveraging Migration for Africa : Remittances, Skills, and Investments
description International migration has profound implications for human welfare, and African governments have had only a limited influence on welfare outcomes, for good or ill. Improved efforts to manage migration will require information on the nature and impact of migratory patterns. This book seeks to contribute toward this goal, by reviewing previous research and providing new analyses (including surveys and case studies) as well as by formulating policy recommendations that can improve the migration experience for migrants, origin countries, and destination countries. The book comprises this introduction and summary and four chapters. Chapter one reviews the data on African migration and considers the challenges African governments face in managing migration. Chapter two discusses the importance of remittances, the most tangible link between migration and development; it also identifies policies that can facilitate remittance flows to Africa and increase their development impact. Chapter three analyzes high-skilled emigration and analyzes policies that can limit adverse implications and maximize positive implications for development. Chapter four considers ways in which Africa can leverage its diaspora resources to increase trade, investment, and access to technology.

Improved efforts to manage migration will require information on the nature and impact of migratory patterns. This book seeks to contribute toward this goal, by reviewing previous research and providing new analyses (including surveys and case studies) as well as by formulating policy recommendations that can improve the migration experience for migrants, origin countries, and destination countries. The book comprises this introduction and summary and four chapters. Chapter one reviews the data on African migration and considers the challenges African governments face in managing migration. Chapter two discusses the importance of remittances, the most tangible link between migration and development; it also identifies policies that can facilitate remittance flows to Africa and increase their development impact. Chapter three analyzes high-skilled emigration and analyzes policies that can limit adverse implications and maximize positive implications for development. Chapter four considers ways in which Africa can leverage its diaspora resources to increase trade, investment, and access to technology. Un effort commun conduit par la Banque Africaine de Développement et la Banque mondiale «Optimisation du phénomène migratoire pour l’Afrique » se concrétise par la première publication complète sur la maîtrise des flux migratoires, des envois de fonds et des autres ressources de la diaspora au profit du développement de l’Afrique. Sa publication vient à un moment où les pays d’Afrique et d’ailleurs sont confrontés à des choix difficiles sur la manière de gérer la migration. Les décisionnaires peuvent aider à optimiser les contributions des immigrants au profit du développement de l’Afrique, en réduisant les coûts des envois de fonds, en améliorant l’efficacité des marchés de ces dits envois aussi bien pour le pays d’origine que pour celui de destination et en répondant aux besoins des pays d’origine sans restreindre les migrations des professionnels hautement qualifiés. Des mécanismes financiers innovants, comme l’émission d’obligations pour la diaspora et la titrisation des flux d’envois de fonds à venir, peuvent aider à financer des projets à budgets élevés, tels que des voies de chemin de fer, des routes, des centrales électriques et des institutions d’enseignement supérieur qui, petit à petit, aideront à la transformation de l’Afrique.
