Este libro es el resultado de un trabajo de investigación-acción por parte de diversos actores tanto académicos, de gobierno, como de diversos grupos sociales, interesados en conocer y transformar la realidad de la subcuenca del río Moctezuma en las regiones alta, media y baja de la huasteca hidalguense.
