ISPM第25号 过境货物

国际贸易可能涉及不输入一个国家但经过该国的海关监管限定物货物的运输1。这种货物运输可能给过境国带来植物检疫危险性。《国际植保公约》缔约方可以对在其领土过境的货物采取措施（《国际植保公约》第VII条第1款c项和第VII条第2款g项，1997 年），条件是这种措施在技术上合理以及是防止有害生物传入和/或扩散所必需的（《国际植保公约》第VII条第4款，1997年）。
