Dillon assumes his readers are familiar with the Lowell Hardin 1984 paper, Roles, Relationships and Responsibilities of Trustees of International Agricultural Research Centers. He maintains a consistently light touch. The page numbers are not legible in this document, but paragraph numbers provide a workable substitute. This paper has no official status, but has been widely distributed to members of IARC boards as part of their briefing process.
