Fourth External Programme and Management Review of WARDA

Report of the fourth external program and management review (EPMR) of WARDA, conducted between November 1999 and February 2000 by a panel chaired by Mandi Rukuni. The document also includes an excerpt from the summary of the CGIAR Mid Term Meeting 2000, a transmittal from the TAC Chair and CGIAR Executive Secretary; TAC's commentary, WARDA's response, and a transmittal from the panel chair.The panel noted that Africa had become the second continent after Asia in rice production. WARDA's dual status as a regional governmental organization and scientifically managed institution status creates unique opportunity. WARDA's activities were divided into four programs: rainfed rice, irrigated rice, policy support, system development and technology transfer. WARDA had succeeded in making itself into a high quality scientific institution, and its work on interspecific rice hybrids was internationally recognized. Social science research was not strong.External reviews of research commissioned by WARDA were not adequate appraisals of scientific quality. The center was advised to improve future reviews, and to strengthen its capacity to monitor and assess impacts. Scientific partnerships with NARS and others working in the region had been very successful. TAC suggested that a comprehensive approach be taken to environmental issues. The CGIAR urged an overall look at gender.The panel found that governance at WARDA was solid and that there was a positive interaction with the Council of Ministers. Several recommendations were made for strengthening the work of the Board. The financial situation had been improved by sustained effort, and, some member countries had been able to overcome arrears and make payments on time.The EPMR was discussed at TAC 78, and was considered by an ad hoc committee at the CGIAR meeting in May 2000.
