First External Management Review of CIAT, 1984
Report of the external management review (EMR) of CIAT, carried out in 1984 concurrently with the external program review (EPR). The panel was headed by Omond Solandt. The file contains a letter of transmittal and comment from the CGIAR Executive Secretary to the CGIAR Chairman and the comments of the CIAT Board and management. The report was discussed at TAC 34 in March 1984, and at the CGIAR meeting in November 1984.The panel found CIAT to be generally well managed, and had recommendations bearing on relatively few matters. One area for improvement was working relationships between researchers and the finance and administration staff. The panel recommended decentralization of operations among the latter, and changes with respect to the use of computers, internal auditing and the management of supplies. The panel made several suggestions concerning the work of the board, particularly the audit committee. The CGIAR Executive Secretary noted a requirement for management training, also mentioned by EMRs for IFPRI and ICARDA.
