CGIAR Second Meeting, Washington, D.C., December 3-4, 1971: Summary of Proceedings

Proceedings of the second meeting of the CGIAR held at the World Bank, December 3-4, 1971, chaired by Richard H. Demuth, Director, Development Services Department, IBRD. Demuth announced the decisions of Belgium, Japan, Norway, Switzerland, the Asian Development Bank, and the InterAmerican Development Bank to become full members. TAC Chairman Sir John Crawford reported recommendations from two TAC meetings, and described TAC's approach to its responsibilities. He presented for Group approval the funding requirements of the four existing centers, an interim provision for the International Potato Center (CIP) pending completion of a review of CIP, and a five year projection of needs. The Group asked its chairman to appoint a subcommittee of donors interested in livestock improvement in Africa to arrange for negotiations looking toward a facility for research on animal diseases, and to carry out studies recommended by TAC on the feasibility of establishing a livestock research center in Africa in which the disease laboratory might be integrated. The Ford Foundation agreed to act as agent for the CGIAR in carrying forward the proposal to locate an International Crop Research Institute for the Semi Arid Tropics (ICRISAT) in India.The Group adopted TAC's recommendations to fund an FAO pilot project to collect and computerize information on agricultural research limited to certain commodities in fourteen West African countries. The Group discussed further proposals under consideration by TAC, as well as its own procedures and approach to committing funds. It adopted a suggestion that each FAO region be represented in the CGIAR by two countries, which would share one seat in the Group. Annexes include List of Delegates, Agenda, and tentative schedule for financing core and capital budgets.
