CGIAR Meeting, Washington D.C., November 1-2, 1973: Summary of Proceedings

Summary of proceedings of CGIAR Meeting held in Washington, DC on November 1 and 2, 1973. It was the last meeting chaired by Mr. Richard H. Demuth. (Document is marked "draft", and has incomplete annexes. Final version is missing.) The Group approved a capital allocation for CIAT, and heard progress reports on establishing ILRAD in Kenya and ILCA in Ethiopia.. It approved the establishment of an International Board for Plant Genetic Resources (IBPGR) to be located at the FAO in Rome, as recommended by its Subcommittee on Genetic Resources. The possibility of providing support to a proposed International Soybean Research Base (INTSOY) at the University of Illinois was deferred. The Group approved support to WARDA rice trials, asked the cosponsors to circulate a draft brochure on the CGIAR, and discussed several papers on the quality and quantity of data on the state of international agricultural research. The meeting further considered the paper on research priorities, which had been revised by TAC Chair Sir John Crawford after discussion at the July 1973 meeting and in TAC. Responding to renewed recommendations from UNCTAD for support to research on non-food crops, the Group reaffirmed its priority for research on food.The CGIAR discussed and approved the report of its Subcommittee on Review Procedures (The Bell Report) which dealt primarily with annual processes. It heard donor pledges for 1974 and indications of support for 1975. Annexes: list of participants; agenda; CGIAR Chairman's letter to the UNCTAD Secretary General; and a table summarizing CGIAR financial allocations for 1974 by donor and center.
