CGIAR International Centers Week, Washington, DC, October 30-November 3, 1995: Summary of Proceedings and Decisions

Summary report of the annual meeting of the CGIAR held October 30-November 3 in Washington DC, Ismail Serageldin presiding. This was the fifth and final milestone of the process of renewal started at MTM94. Bangladesh and Romania joined the CGIAR.The Group adopted an action plan for strengthening NARS-CGIAR linkages. The CGIAR NGO Committee, making its first report, was urged to broaden the dialogue with the NGO community. The Group endorsed creation of the Private Sector Committee.As context for discussion of priorities and strategies, the Group heard a presentation by the IFPRI Director General on the 2020 Vision exercise, and received a report on the World Conference on Women held in Beijing. It agreed that the CGIAR Gender Program should be continued and brought within the mainstream. Several decisions were made on plant genetic resource issues. The CGIAR Chairman was authorized to be the System's ambassador on this subject. Members discussed six short TAC issues papers on priorities. They gave some guidance on points covered, but asked for a more detailed paper that would bring out the connections between issues to be addressed. Considering the report of an ad hoc committee, the Group endorsed the recommendations of the external review panel on IITA, decided that no further follow up of the external review of IIMI was needed, and approved the implementation of a new model for external reviews of centers. Establishment of an Impact Assessment and Evaluation Group (IAEG) was approved, and three members appointed. The Group approved virtual full funding for 1996. It received reports from the CDC, CBC, Oversight and Finance Committees, PARC and TAC. A new Centers Forum held separate sessions on genetic resources, NRM management, partnerships with NGOs, and upstream research.
