CGIAR International Centers Week, Washington, D.C., October 26-30, 1987: Main Conclusions Reached and Decisions Taken
Summary report of the annual meeting of the CGIAR, held October 26 to 30, 1987, in Washington, DC, David Hopper presiding. Amartya Sen delivered the annual Sir John Crawford Memorial Lecture, on "Food and Freedom." There was a seminar on "Gender Issues: User Impact, Agricultural Technology and the Global Agricultural Research System," chaired by Margaret Catley-Carlson, President of CIDA. David Hopper was requested to serve as chairman on a regular basis. Professor Camus reported on TAC 43 and 44, including the status of new initiatives on coconuts, aquaculture and vegetables. The chairs of the CBC and CDC also reported. Half of the CGIAR Centers made presentations. The Group approved medium-term plans, each covering a five year period, for IFPRI, ISNAR and ILRAD, the first MTPs to come before it,. A status report was given on the restructuring of WARDA. The two major remaining issues were completion of a strategic plan and selection of a new headquarters site. A decision to move to Bouake in Côte d'Ivoire was awaiting approval by the WARDA Council of Ministers. The external reviews of IRRI were presented and discussed, with a focus on issues between the panel and the board. Final consideration of the EPR was deferred pending completion of a strategic plan for IRRI. This phase was reached for ILCA, which presented its plan as approved by TAC. Consideration of the external reviews of ILCA was now considered complete. The Group heard a report from FAO on the Future of Roots and Tuber Crops, Bananas and Plantains, and also reports on the CGIAR Task Force and Center Directors' Sub-Committee on Sub-Saharan Africa, and CGIAR/SPAAR relationships. It approved TAC recommendations for center budgets for 1988, and discussed the organization of future meetings. Appendixes contain a report on the gender seminar, and the list of participants.
