CGIAR International Centers Week, Washington, D.C., November 3-6, 1986: Main Conclusions Reached and Decisions Taken

Summary report of the annual meeting of the CGIAR, November 3-6, 1986, Washington, DC, S. Shahid Husain presiding. Warren Baum discussed his newly published history of the CGIAR. Bukar Shaib of Nigeria delivered the second Crawford Memorial Lecture on 'Hope for African Agriculture.' John Mellor, IFPRI director, addressed 'The New Global Context for Agricultural Research: Implications for Policy.' The King Baudouin Award was presented to IITA.TAC Chairman Camus reported on TAC's new committee structure, the new resource allocation process, and studies on crop genetic resources, external reviews, vegetables and aquaculture. Executive Secretary Farrar reported on financial matters. Funding for 1987 was approved and pledges recorded. CDC and CBC Chairmen also reported. Strengthening participation of regional representatives was discussed. The Group approved a Cosponsor proposal on how to select the TAC Chairman.Professor Camus and two center directors made a progress report on the work of the Task Force on Sub Saharan Africa. The external program and management reviews of ILCA were presented and discussed, the former being held open pending completion of a strategy document by ILCA. The Group urged close cooperation in the coming year between TAC and the CGIAR Secretariat and the center, and decided to increase the number of CGIAR nominees on the ILCA board from three to four. Members welcomed progress by the FAO in resolving the problems of the IBPGR, but urged speedy action to complete the lengthy process.The CGIAR reviewed developments at WARDA, and the outcome of the September 1986 meeting of WARDA donors. Mr. Husain summarized the outcome as broadly supportive of the initiatives to create a new WARDA., whose core budget would now be financed like those of other centers. A transition period of as long as two years was foreseen.The file includes Appendix II, List of Participants.
