CGIAR International Centers Week, Washington, D.C., July 28-August 1, 1975: Informal Summary of Proceedings

Informal summary of proceedings of CGIAR International Centers Week, Washington, DC, July 28-Aug. 1, 1975. Iran, Italy, New Zealand, Saudi Arabia and UNEP attended ICW for the first time. In opening the ICW plenary sessions, Chairman Warren C. Baum called attention to the November 1974 World Food Conference appeal to the Group to increase the financial resources devoted to agricultural research several fold. The centers presented their proposed center programs and budgets for 1976 at ICW under a new procedure, half in full, the others in abbreviated form. Discussion by the Consultative Group of the 1975 Integrative Report addressed future growth. The Chairman found a consensus on the need for an overall review of the System and promised to bring forward a proposal for such a review at ICW 1976. Further discussion of the report focused on the allocation of scarce financial resources, unexpected expenditures by centers, and the annual review of center programs and budgets. The Group commented on a CG Secretariat draft on the terminology of center programs and financial structure. The chairman of the ICARDA subcommittee reported on progress in establishing the center and presented its 1976 program and budget. The Group did not endorse TAC's recommendation for support to IFDC which was deferred until the next meeting. There was discussion but no decisions were made on the CGIAR role in national agricultural research, possible support to the International Center for Insect Physiology and Ecology (ICIPE), and support for the Tropical Agricultural Research and Training Center (CATIE). Sir John Crawford, TAC Chairman, reported on plans for the quinquennial review of IRRI and commented on proposed center programs for 1976. The CDC reported on intercenter cooperative programs. Donors indicated potential financial support in 1976 and beyond. Annexes: list of participants; schedule of events; the agenda; and a report on inter-institute cooperation.
