Terms of Reference and Guidelines for External Reviews
This document is the text of the overall instructions for implementing external reviews of centers, as discussed and approved at TAC 55. It contains three sections. First a formal terms of reference. Second, a list of questions of a generic nature, always supplemented in practice by specific questions for the particular center. Third, guidelines for the conduct of reviews, which include a list of documentation to be provided to the review panel by the center. The text allows for either separate program and management reviews, or combined reviews, and describes the responsibilities of TAC, the TAC Secretariat, and the CGIAR Secretariat, as well as the responsibilities of the center in each case.This copy was sent by the TAC Secretariat to the Chair of the TAC Standing Committee for External Reviews and the CGIAR Secretariat. It was to have been attached to the record of TAC 55, but was not.
