Technical Advisory Committee Sixty-Third Meeting, 21-27 March 1994: Report of the Meeting

Report of TAC 63 held in Rome, March 21-27, 1994, Alex McCalla presiding. TAC considered the report of a study panel on genetic resources in a joint meeting with the center directors. It approved the panel's recommendation for a unified CGIAR program and strategy, but in place of the recommended system of governance, adopted a proposal from the CDC which it thought would meet the major objectives identified by the study.The Committee discussed progress reports on future reviews and the dynamics of the review process, further consideration of which was scheduled for TAC 64. TAC reaffirmed its view that high priority should be assigned to systemwide and ecoregional initiatives, even at relatively lower levels of overall funding. It recommended an allocation of $10 million for 1998. Priorities among ecoregions would be determined after center proposals were reviewed. TAC heard a presentation from Robert Havener, representing the Rockefeller Foundation, on progress in implementing the CGIAR decision to create a global livestock research institution. TAC prepared a commentary on the first draft of a strategic plan for ILRI (included in the report) and urged speed to avoid loss of key staff at ILRAD and ILCA.As requested by the CGIAR at ICW 1993, TAC considered scenarios for structural change, first in a joint meeting with center directors, and then alone. It outlined two complementary scenarios, as the basis for the TAC Chairman to present TAC's views at the CGIAR meeting in May 1994.TAC heard reports from center directors committees on intellectual property rights, and information management, as well as from FAO and CABI on the latter subject.
