Technical Advisory Committee Sixty-Sixth Meeting, 13-24 March 1995: Report of the Meeting

Report of TAC 66 held at CIP in Lima, Peru, March 13-24, 1995, Don Winkelmann presiding. TAC concurred with the future CGIAR research agenda presented at the Lucerne Ministerial level meeting in February 1995. It also considered the outcome of the NARS consultation on international agricultural research sponsored by IFAD in December 1994.The Committee agreed with the EPMR panel that CIP should clarify its institutional vision and operational mandate. The CIAT EPMR panel found that the center was moving from reorganization, downsizing and insecurity, into a calmer and more constructive period. TAC endorsed the positive findings of the interim review of ICLARM, and recommended release of $1 million reserve funding. Commentaries for the CGIAR on all three reviews are found in the report. TAC decided to prepare a complete package of terms of reference and guidelines for center, systemwide program, and crosscutting external reviews for consideration by the CGIAR at ICW95.TAC made recommendations for 1996 funding for center and systemwide programs. Some 20 of the latter were considered. Geoffrey Hawtin reported on an intercenter meeting on issues connected with such activities. TAC responded with a note defining terms and clarifying criteria. TAC also prepared a commentary on a redrafted panel report on CGIAR commitments in West Africa, submitted with comments by center directors.The Committee defined the process it would follow, including linked stripe reviews, in preparing its next report on CGIAR priorities and strategies, due to be presented at ICW96. TAC decided that research themes found in the Soil, Water, and Nutrient Management program submitted by CIAT and IBSRAM could be addressed within existing CGIAR priorities and planned systemwide activities. TAC discussed a proposed Global Research on Environmental and Agricultural Nexus involving IARCs, NARS and US universities.
