Technical Advisory Committee Sixty-First Meeting, 27 June - 6 July: Report of the Meeting
Report of TAC 61 held from June 27 - July 6, 1993, at IIMI in Colombo, Sri Lanka, Alex McCalla presiding. TAC reviewed the medium term plans (MTPs) of all centers. It prepared revised interim commentaries on the MTPs for CIP, CIAT, ICLARM and INIBAP. A set of comments for all centers is found in Annex 4. TAC reconciled the proposals with CGIAR priorities, and made recommendations on resource allocation to be placed before the CGIAR for action. There was an extended discussion of CIFOR's MTP which was in process. TAC found it ambitious and posed a number of questions.TAC revised Chapter 13 of the Report on Priorities and Strategies of the CGIAR, which dealt with implications for future CGIAR strategies and structure. The Chapter dealt in detail with the implementation of the ecoregional approach. Considering the EPMR of ICARDA, TAC praised the research and support services of the center. TAC urged more attention to priority setting and impact evaluation. Management had improved substantially since the last review in 1988.The Committee received comments on behalf of the center directors on an IBPGR paper suggesting a possible strategy for the CGIAR on plant genetic resources conservation. TAC found the paper incomplete, and the matter urgent. It prepared an informal commentary on the paper (included in the meeting report) and decided to mount as quickly as possible a strategic stripe study of genetic resources work in the CGIAR.TAC also reaffirmed a recommendation for special support for CIP for unusual expenses, and received reports on a SPAAR consultation on the ecoregional approach, and the CAB International Review Conference. It discussed a letter from Ambassador Robert Blake on irrigated agriculture.
