Technical Advisory Committee Forty-First Meeting, 21 October - 1 November 1986: Report of the Meeting
Report of TAC 41 held in Washington DC, October 29 - November 1, 1986, Professor Guy Camus presiding. TAC established three Continuing Sub-Committees, as recommended by its new Standing Committee. It added to the activities and concerns suggested by the Standing Committee for TAC attention, a new resource allocation process, external review processes in the CGIAR, program and activity reviews, and proposals for new ventures. TAC reviewed a revised paper on procedures for making a medium term allocation of resources among the centers, which had center director support. It agreed to examine multiyear proposals from eight centers in the coming year. TAC set interim terms of reference to be used for external reviews of IRRI and CIMMYT.TAC discussed alone, and with the center directors, a revised paper on CGIAR policy concerning plant genetic resources. A joint working group on this subject between TAC and center directors was established. TAC expressed some reservations about the governance mechanism evolving at WARDA. It accepted WARDA's 1987 budget request in spite of some variance from TAC's recommendations on priorities.TAC members made extensive comments, some quite critical, of the draft report by Vernon Ruttan on the external review processes of the CGIAR. The paper was to be completed by February 1987. The TAC Chairman reported on the first meeting of the CGIAR Task Force on Sub-Saharan Africa, which he also chaired. The proceedings of the Inter-Center Workshop on Farming Systems Research, not yet approved for publication by the center directors, were discussed. Members expressed concern that the procedure proposed for selection of the next TAC Chairman might compromise his independence.
