TAC Chairman's Report at CGIAR Mid Term Meeting 2001

Report by Technical Advisory Committee (TAC) Chair Emil Javier to the 2001 Mid Term Meeting describing TAC activities since International Centers Week 2000. TAC's three standing committees, on External Reviews (SCOER), Priorities and Strategies (SCOPAS), and Impact Assessment (SPIA), had monitored trends in the sciences and policy analysis of potential significance to the CGIAR's mandate, and analyzed strategic considerations in the external environment to guide the development of future CGIAR research portfolios. Javier reported on the conduct and planning of external program and management reviews, stripe reviews, and reviews of inter Center initiatives, including preparations for a review of the evaluation process itself in the CGIAR. He also provided an account of TAC's reviews of Center medium term plans and the content and relevance of Center research portfolios at TAC 80. That meeting had also seen TAC approve a proposal by SCOER to develop a roster of scientists for use in identifying panel members for future reviews and studies. TAC had also held consultations with GFAR and regional organizations on regional priority setting in Central America and the Caribbean, Central and Western Africa, and South Asia.
