Report of a Meeting of the CGIAR Consultative Council, ICW 2000

Report of a meeting of the Consultative Council held in Washington D.C. on October 21, 2000, just prior to the start of ICW 2000, CGIAR Chairman Ian Johnson presiding. The Council heard brief reports from the Chairman of TAC, Emil Javier, on the completion of TAC's Vision and Strategy Paper, the Chairman of the Finance Committee, Iain MacGillivray, on the proposed long term financing strategy, and from the Chairman of the Oversight Committee, Andrew Bennett, on the process by which the Synthesis Group had reached its proposals.The Council discussed each of the three. On TAC's statement, it concentrated on the role of regional priority setting. There was broad support for the three tiered financial strategy proposed: stable ODA, increased Southern support, and non-traditional sources. Discussion of the Synthesis Group proposals concentrated on the federation proposed by the centers.The Council agreed that its own future should be considered in the context of broader issues by the Change Development and Management Team. The Chairman said he found the meeting useful in drawing out views on major issues.
