European parliament Motion for Resolution is tabled

A Motion for Resolution on the negotiation of economic partnership agreements with ACP countries was tabled in the European Parliament on September 3rd 2002. Amongst other things, the resolution calls for: a formal commitment at the start of the negotiations that no ACP state will be worse off, for the purpose of access to EU markets, under any EPA or alternative arrangement; special and differential treatment for small, vulnerable, landlocked and /or island states; the establishment of co-ordinated and integrated country specific programmes of assistance to address supply-side constraints in the ACP countries; an analysis of the impact which the reform of the common agricultural policy is likely to have on the ACP economies and on the EPA negotiations; an announcement by the EU from the outset as to what trade arrangements it will propose to those ACP countries which may decide not to engage in the EPA liberalisation process; regular parliamentary monitoring of the negotiations; closer EU-ACP co-operation in the WTO to ensure the necessary flexibility in the negotiated outcomes to fully accommodate the different levels of development of ACP economies; careful structuring of the process of negotiations in ways which take account of the capacity constraints facing ACP countries; the conduct of the initial phase of the negotiations at the pan-ACP level over a sufficiently long period so as to enable a clear definition of the objectives of the future EPAs to emerge; safeguarding and respect by the EU of the rights of least-developed countries to non-reciprocal trade preferences; flexibility in the Commission's approach to negotiations in order to accommodate the different levels of development of ACP countries.
