La descentralización descansa en 4 megatendencias: 1) la actual revolución científica y tecnológica que está produciendo un nuevo paisaje o geografía industrial; 2) la reestructuración política del Estado y administrativa del Gobierno como una fuerza transideológica que empuja la descentralización; 3) la creciente y universal demanda de la sociedad civil por mayores espacios de autorealización, lo que supone descentralización y autonomía; y 4) la tendencia a la privatización de las actividades productivas y servicios.
