El objetivo del proyecto ha sido la caracterización de la pobreza y precariedad urbana en la región, el diseño de políticas y programas nacionales y locales para la superación de la pobreza y precariedad urbana, y la identificación de estrategias para el fortalecimiento de la acción de los gobiernos locales en esta materia. La misma tiene por objetivo presentar los marcos legales en 14 países de la Región, -desde las Constituciones y los Códigos Civiles y en algunos casos, Penales, hasta las políticas de desarrollo urbano, vivienda y medio ambiente- que han dado base o han posibilitado la realización de programas y proyectos específicos de regularización y políticas de prevención de la informalidad respecto al acceso al suelo de los pobres urbanos en América Latina y el Caribe.
