Este libro representa una puesta al día tanto del debate académico como de la evolución política de la ciudadanía indígena en la región. Por consiguiente, se centra en la noción de conflicto indígena, considerando como ejes claves de este los conceptos de etnicidad, identidad y acción colectiva. El autor plantea la idea de que la ciudadanía indígena es un proceso construido por los propios actores en sus contextos socio-históricos, en un escenario en el que el Estado ha tenido una presencia permanente como eje organizador de las sociedades nacionales. Por este motivo, la construcción de la ciudadanía indígena es fundamentalmente una lucha por el reconocimiento de derechos específicos en el marco de dichos Estados y opera a través de la politización de las identidades, vale decir, de una dinámica mediante la cual la identidad cultural se constituye en eje de acción política, de negociación con el Estado y de visibilidad pública del actor-indígena en la sociedad. Esta dinámica se conoce habitualmente como «etnicidad». El principal precedente de los procesos de desarrollo de ciudadanía de esta índole es que la globalización, junto a las transformaciones del Estado, el mercado y la sociedad civil, ha producido profundos cambios en la acción colectiva de los pueblos indígenas, en especial en las mediaciones entre la comunidad, el plano nacional y el internacional. Como consecuencia de esto, las estrategias políticas de los movimientos y organizaciones indígenas se estructuran de distintas formas, pero se expresan y simbolizan a partir de códigos compartidos que les imprimen unidad discursiva. El libro consta de una introducción y siete capítulos, a lo largo de los cuales se desarrollan diversos conceptos teóricos y se presentan un análisis descriptivo de los pueblos indígenas; un marco general sobre el desarrollo de los derechos humanos y las demandas indígenas; un análisis y una interpretación de las demandas indígenas; un examen del desarrollo de la acción colectiva indígena en cuatro países de la región y un debate final sobre las nuevas propuestas de ciudadanía planteadas hoy en día por los Estados y los intelectuales en respuesta a las demandas indígenas. Abstract Building indigenous citizenship in Latin America is an increasingly important issue both on the political agenda and in academic reflection. This book is an update of both the academic debate and the political development of indigenous citizenship in the region. Consequently, it is centred on the notion of "indigenous conflict", of which the concepts of ethnicity, identity and collective action are considered to be key elements. The author suggests that indigenous citizenship is a process constructed by stakeholders themselves in their socio-historic contexts in an arena in which the State has played a permanent role as the organizing entity of national societies. Thus, building indigenous citizenship is above all a struggle for recognition of specific rights in the framework of those States and operates through the politicization of identities, that is, of a dynamic through which cultural identity becomes a central element of political action, of negotiation with the State and of public visibility of the actor-indigenous person in society. This dynamic is usually referred to as "ethnicity". Citizenship development processes of this kind derive mainly from the profound changes generated by globalization and by transformations in the State, the market and civil society in the collective action of indigenous peoples, especially in mediations between the community, the national level and the international level. As a result, the political strategies of the indigenous movements and organizations are structured in different ways, but are expressed and symbolized on the basis of shared codes, which impart to it a unity of discourse.
