Governance for Digital Health: The Art of Health Systems Transformation
The incorporation of information technology and communication to health system underpins its digital transformation. This transformation requires a governance that deals with rights, norms, responsibilities and risks in areas such as Internet and health; use of health data; and information systems. Governance of digital health directs quality improvement, efficiency and effectiveness of the health system. The triple burden of disease, non-communicable diseases, infectious diseases and external factors; fiscal and financial sustainability; and the need for improved effectiveness and quality of medical care requires profound changes to the health system that are essential for digital transformation. The present document delivers a framework and a discussion on how to think and implement governance schemes for digital health. The document is aimed at decision makers at different levels and sectors of government.
