El primer semestre de 1996, se caracterizó por la puesta en marcha del Sistema Abierto de Investigación, lo que llevo a hacer ajustes en la programación, a priorizar los proyectos, a confrontar la propuesta en foros internos con otras Regionales y a la búsqueda de fuentes de financiación.
