The Coffee Industry Board was formed in 1948 to revive the industry which further declined during World War ll. The Coffee Industry Board was mandated to regulate the growing, purchasing, sale and processing of coffee and in addition to engage in research, establish and maintain nurseries, establish plantations and provide credit and extension facilities for farmers. The rapid expansion, of the industry in the 1980's was facilitated by the formation of a Subsidiary Company of the Coffee Industry Board, the Coffee Industry Development Company and funding from local and international lending agencies. A significant increase in production has been realised within the Blue Mountain area from approximately 190.000 kilograms of clean beans in the 1980's to approximately 1.4 million kilograms in the 1990's despite the damage caused by Hurricane "Gilbert" in 1988. A major change in the policy of the Government resulted in deregulation and liberalization of the industry in the early 1980's. This was aimed at encouraging growers to increase export production and maximising foreing exchange earnings without disturbing Jamaica's traditional markets. This policy change encouraged other groups to invest in coffee and be involved in processing and marketing.
