Bringing biosphere reserves into the economy: what is needed?

The problem of integrating biosphere into the economy is tuwfold: we have to answer, at this early stage of development, first the 'whys' and then the 'hows' of this process. Awareness of the economic role of conservation and sound management of natural resources is related to the need for social and economic development. A biosphere reserve with its various elements is a resource, but it will remain a resource only through proper management (including research) and development. The various functions of biosphere reserves can be expressed in both monetary and non-monetary terms, but it is not easy to equate these values, as they may be realized in quite different time spans. We must decide to what extent the costs of conservation should be internalized, a certain degres of internalization may benefit in the valuation and management of the resource. A totally non-priced resource will result in a distorted view of the demand and in misallocation of its benefits. Despite the calcualtion difficulties involved, internalization of the costs also helps to integrate conservation and management into each nation's or area's economy at large. Examples are also given of economic factors which may affect and individual's or an institution's perception of management problems, which should be taken into account in the execution of management problems, which should be taken into account in the execution of management schemes and training programmes.
