Biosphere reserves: the conservation of nature for man
The two main protected area systems, biosphere reserves and national parks are compared in this paper in regard to how they address relations with local peoples, regional problems and national development in general. This comparison is made on the premise that only a system which takes into account socio-economic realities in a country will have the possibility to preserve representative samples of major ecosystems, as well as to avoid animal and plant species extinctions. It is considered that the national park, both in its original North American structure as well as in its forms in Africa and elesewhere, does not include among its priorities requirements for local peoples. Although biosphere reserves are also affected by the problems alluded to above, they offer possibilities for such activities to take place. In this paper an analysis is made of some of the outstanding aspects of biosphere reserve development in Mexico, focussing upon developing a bridge between conservation and socio-economic issues. These include the involvement of local peoples in conservation, the incorporation of regional socio-economic questions into research and development work and the integration of the reserves into a national conservation policy. This paper concludes that a biosphere reserve should be more than a conservation area, contributing towards a more rational design for the use of biotic resources beneficial to man and the protection of nature.
