Analysis of management improvement proposal

The document explains than in view of the increasing volume and complexity of its programs, the management of IICA decided that it would be necessary to take steps to strengthen its internal managerial capacity. Coopers&Lybrand was requested by AID to review the proposal and to prepare an institutional profile of IICA. The objectives of the consultancy were to provide guidance to IICA with regard to strengthening its internal managerial capacity, as well as to assist potential donors in determining the feasibility and advisability of long-term support in the area of management improvement. To abtain the information used in this report, a Coopers&Lybrand study team made two visits to IICA headquarters in San Jose, Costa Rica, where management and staff were interviewed and written materials were reviewed.
