Cambio e innovación tecnológica en tiempos de escasez, estrés y nuevas oportunidades

The article pretends to contribute to the comprension of key factors and process at the basis of technological change and innovations so as to clarify and enhance the role and projection of CATIE. It does so by means of two paradigms: 1) the presence of new oportunities in moments of scarcity and stress, and 2) the necessary interaction and transaction of social actors, to interconnect these positive and negative conditions. The paradigms are abstracted from literature, historical analysis and proper experience, and validated through some projects by CATIE. Some conclusions for policymaking, are drawn.
